Historically and evolutionarily, Madagascar was organized into several small kingdoms scattered throughout the country until the conquest of the Merina Kingdom which unified the whole country in the time of Andrianampoinimerina, the greatest king in history with a moto “Ny ranomasina no valamparihiko” which means the sea is the border of my field, he unified the whole country and made Analamanga (Antananarivo, currently) the capital of the country. Initially and mainly since colonization, established in the first Constitution of the first Republic, Madagascar was subdivided into 6 Provinces (Faritany) including: Antananarivo, Fianarantsoa, Toamasina, Mahajanga, Toliara, Antsiranana. The fivondronana (or fivondronam-pokontany, former prefectures and sub-prefectures that have become districts) are the local authorities.
In 2004, confirmed by the constitution in 2007, the structure of the 22 regions was officially established to become both Decentralized Territorial Communities and administrative districts. This number has increased to 23 since 2014 for administrative reasons. The regions, with the provincial capitals are:
1- Diana – Antsiranana I
2- Sava – Sambava
3- Itasy – Miarinarivo
4- Analamanga – Antananarivo renivohitra
5- Vakinakaratra – Antsirabe I
6- Bongololava – Tsiroanomandidy
7- Sofia – Antsohihy
8- Boeny – Mahajanga I
9- Betsiboka – Maevatanana
10- Melaky – Maintirano
11- Alaotra mangoro – Ambatondrazaka
12- Antsinanana – Tomasina I
13- Analanjirifo – Fenoarivo Atsinana a
14- Amoron’i Mania – Ambositra
15- Haute Matsiatra – Fianarantsoa
16- Vatovavy – Mananjary
17- Fitovinany – Manakara
18- Atsimo antsinanana – Farafangana
19- Ihorombe – Ihosy
20- Menabe – Morondava
21- Atsimo andrefana – Toliara I
22- Androy – Ambovombe Androy
23- Anôsy – Tolañaro
Thus, Madagascar is made up of 6 provinces, 23 regions, and 1549 urban or rural communes, forming all the decentralized territorial communities.
